Dear Xr. Ju,
Sir M. Lampson has received Mr,
Tsiang's letter of October 26 regarding Mr.
C. M. Chen's visit to Hongkong. We presume
that Mr. Tsiang's object in sending är. Chen
to Hongkong is to endeavour to come to some
arrangement with the Cantonese authorities
about the control of the office. On this
understanding Sir M. Lampson is forwarding
copy of Mr. Tsiang's letter to the Governor of
Hongkong, but, in view of the circumstances of
the case, which are well known to the Director
General, we are of course quite unable to say
to what extent the Hongkong Authorities will
be prepared to afford facilities to Mr. Chen,
In any case, however, the Hongkong Authorities
will, we feel sure, be glad to discuss the
situation with Mr. Chen.
